Job Description:

Key Activities:

  • Plans, prioritizes, allocates and supervises duties of subordinates involved in HSE&S activities to ensure that the company standard and project specifics HSE&S management system, international standards, contract and legislative requirements are implemented and met. Ensures compliance & effectiveness.
  • Keeps abreast of HSE&S international developments, new legislation, standards & instructions within country of operations and assesses the suitability and viability of implementing or incorporating these into current policies & procedures.
  • Ensures the review of scope of work completed to identify trends & possible exposure to discrepancies. Issues reports on possible trends and discrepancies, and identifies areas of concern.
  • Recommends mitigation measures & corrective actions.
  • Ensures the preparation of budget for activities under scope of responsibility and implements HSE&S requirements for personnel and equipment mobilization & demobilization  to ensure optimum deployment of resources within budget constraints.
  • Develops, seeks approval for, and imbeds emergency plans, and ensures operational effectiveness through the conducting of drills and compliance checks.
  • Set, publishes and communicates clear targets, goals & measurable objectives for the HSE&S performance.
  • Reviews all relevant contract documentation to establish HSE&S requirements and ensure that adequate provision is made to cover them.
  • Ensures that investigations into causes of HSE&S related incidents are carried out.
  • Liaises with relevant government bodies and client representatives and prepares reports with recommendations for remedial actions.
  • Follows-up on implementation of approved changes.
  • Interfaces with project management to ensure that the relevance & importance of HSE&S management system requirements are fully understood and the HSE&S programs are implemented and complied with.
  • Coordinates and participates in regular internal and external meetings as the HSE&S representative. Provides presentations and attend client meetings to clarify and negotiate positions on HSE&S issues.
  • Develops, ensures approval and implements HSE&S awareness, incentive & motivation programs to spread awareness & ensure full compliance with HSE&S programs.
  • Responsible to report or highlight to project and functional management any failings in the implementation of HSE&S corporate policies and management system.
  • Develops and implements multi lingual HSE&S training & induction programs covering all staff levels and labor force to ensure spread and reinforcement of HSE&S awareness and, compliance with client and the company’s  requirements.
  • Motivates, develops and guides own staff in order that HSE&S objectives are met and that individuals develop to fulfill their potential. Plans, monitors and reviews performance of own staff in line with hr systems.
  • Ensures that accurate HSE&S statistics are reported, documented and analyzed, and mitigation measures identified as per the statistics reporting procedure. Provides periodic and ad hoc reports for management to ensure they are kept informed of significant developments.
  • Conducts gap analysis to bridge the project's HSE&S requirements with company's HSE&S management system.
  • Accidents / Incidents Reporting & Investigation, also to maintain the reporting records by project and on corporate level
  • Carries out evaluations of sub-contractor's HSE&S management systems to ensure standards meet, or exceed, company's and client's minimum  requirements.
  • Maintains clear communication with client regarding mutual expectations, monitors client satisfaction levels.
  • To develop appropriate personnel (in-house corporate level)
  • To have very good knowledge about (BS 18001- Occupational Health & Safety Assessment Series) standard – for certification

 

Job Requirements:

Essential Qualification:

  • HSE Executive Education (Bachelor or Masters)

Prerequisite Experience;

  • Nine years minimum experience in construction / industrial field

Special Personal Qualification:

  • Ability to manage HSE&S Department. Strong Personality. Team Leadership & Development. To Deal with Client & Sub-contractors. Decisive Judger in decision making. Concerns for Quality & improvement initiator.
